In respect of a child who is born outside South Africa, where at least one of the parents is a South African citizen at the time of the child¡¯s birth, the birth may be registered with the Department of Home Affairs through the Embassy. The child can be a South African Citizen by birth. The notice of birth must be reported to the Department of Home Affairs within 30 days after the birth.

Regarding Korean visa of a baby, it is advised that a birth must be reported, within 30 days after the birth, to the relevant Korean Immigration Office.  ( As the Korean Immigration need SA passport as proof of citizenship of a baby but SA passport takes 6 months or so, it is suggested that you may use a certified copy of ¡®Notice of Birth¡¯(registration of birth) as proof of SA birth registration.  Then you may request if you could submit SA passport as soon as it is required.)

Applications for the follwing documents could be done simultaneously.:

1. Birth Registration ;
2. Unabridged birth certificate which shows full particulars of both parents ;
3. Child passport, in case of a need of a passport ;
4. Temporary passport in case of an urgent travel, while waiting for a child passport; and
5. An emergency Travel certificate(ETC) may be issued where SA citizen returns to SA.

Applications for birth registration, birth certificate, or child are forwarded to the Department of Home Affairs in Pretoria for processing.  Applications for temporary passport or Emergency travel certificate (ETC) are processed at the Embassy in Seoul through fascimile to Home Affairs. 

How to send applications to Home Affairs from the Embassy in Seoul:
1. By diplomatic bag, airfreight through Foreign Affairs to Home Affairs in SA (Only once a month) ; OR
2. By courier services, applications can be forwarded from the Embassy in Korea directly to Home Affairs in SA at applicant¡¯s expense.

How to receive issued passport/certificate:
Upon completion, a passport /certificate is disptached from Home Affairs in Pretoria with diplomatic airfreight bag to the Embassy in Seoul.  No courier services available from Home Affairs to the Embassy. On receiving from Home Affairs, the Embassy will inform the applicant by e-mail or telephone.

Approximately processing time (it varies depending on the workload at Home Affairs and can only be estimated):
1. A birth registration (Notice of Birth) is processed at Home Affairs and after the registration, an identity number is assigned to a new born baby: 3-6 months.
2. After an identity number is assigned, a passport application / birth certificate issued in Pretoria. A passport or birth certificate is then forwarded to the Embassy by the diplomatic bag: 3-6 months (or longer).
3. After an identity number is assigned, a temporary passport will be processed at the Embassy : 1-2 weeks.
4. In cases where SA citizens have to leave the country urgently, an Emergency Travel Certificate could be issued : 1-2 weeks

 
BIRTH REGISTRATION
 
Birth registrations are processed and finalized at the Department of Home Affairs in Pretoria. When finalized, the Department of Home Affairs forwards an abridged birth certificate (with the baby's particulars only) to the applicant via the Embassy. Applicants may send the following required documentation by mail.
 
Requirements
  • BI-24 notice of birth (persons under one year) or BI-24/1 (persons one year and older but under 15 years) or
    BI-24/15 Notice of birth (persons 15 years and older); whichever is applicable; (Forms are available at the Embassy only)
  • BI-288 late registration of birth Affidavit (where applicable to accompany BI-24/1 or BI-24/15);
  • BI-9 a full set of fingerprints to be taken by the Embassy (If 15 years and older); (Forms are available at the Embassy only)
  • BI-529 determination of citizenship;
  • The applicant¡¯s full foreign birth certificate, issued by a hospital or a government in the country of birth. No affidavit or abridge birth certificate is acceptable;
  • The parents¡¯ passports and ID documents. If parents have no identity document, proof of birth in the RSA;
  • The parents¡¯ marriage certificate;
  • if a child was born out of wedlock, both the parents must countersign the notice of birth in the presence of an officer of the Embassy;
  • Proof if parents acquired foreign citizenship; and
  • Reason why the birth was not reported within the prescribed 30 days (where applicable)
Processing time
  • 3 to 6 months

BIRTH CERTIFICATE
 
Requirements
  • BI-154 application for birth certificate;
  • Proof of registration of a birth, i.e. copies of passport and ID document, or copy of birth certificate
Prescribed fee
  • Fees are payable by cash or bank guaranteed cheques in Korean currency at the time of submission of the application. All fees are non-refundable.
